No control for individual screens

The slider in the menu bar adjusts the brightness of both displays at the same time and does not dim the external display until the laptop screen is all the way down. If I use the brightness keys to try to bring the laptop screen back up a bit, it stops dimming the external monitor. There is a flash of full brightness when adjusting the slider from a very low setting.
